The Government of the Russian Federation has determined the volume of the quota for exports of key grain crops, which will apply in the 2025/26 MY. The decision is set out in a government decree dated December 22, 2025, No. 2089, the government press service reported on December 24.

The volume of the tariff quota for exports of wheat, meslin, barley, and corn from Russia outside the Eurasian Economic Union will total 20 million tons. The quota volume for rye exports is set at 0 tons. The quotas will be in effect from February 15 through June 30, 2026,” the statement said.

At the same time, it is specified that the tariff quotas do not apply to grain exports carried out to provide international humanitarian assistance to foreign states based on government decisions.

The decision will make it possible to maintain an optimal balance between the domestic grain market and supplies of these products abroad. It was made considering forecast indicators for the production and consumption of grain crops on the Russian market,” the press service added.

It should be recalled that the mechanism for quota-based regulation of grain exports was introduced in Russia in 2021. Within the quota, grain exports are subject to a floating duty that depends on price conditions.
