The construction of the Kareli HPP (Hydroelectric Power Plant) on the Mtkvari River is planned. Specifically, LLC "NC 2022" is planning to build the Kaspi HPP a run-of-river type plant with a capacity of 22.4 MW, on the Mtkvari River in Kaspi Municipality. The project is part of a larger plan to develop several HPPs on the Mtkvari River. 

The infrastructure includes a dam, a power unit, a fish pass, bank protection walls, and water intake structures. 

The project is undergoing an environmental impact assessment, with measures like a fish pass being planned to mitigate potential negative impacts on the river's hydrology, fish populations, and surrounding ecosystem.

Note: Kareli HPP is part of the Mtkvari HPP cascade with a planned installed capacity of 208 MW, planned by NC Group 2022. The Mtkvari HPP cascade includes the construction of a total of 13 run-of-river type HPPs. These HPPs will be located in the area between the village of Kvishkheti in Khashuri Municipality and the village of Ksani in Mtskheta Municipality.

More specifically, the Mtkvari HPP cascade envisages the construction of the following HPPs:


• Kaspi and Mtskheta municipalities, “Ksani 1 HPP” and “Ksani 2 HPP”;
• Kaspi municipality, “Grakali HPP”;
• Gori municipality, “Skra HPP”;
• Kareli municipality, “Kareli HPP”;
• Kareli municipality, “Urbnisi HPP” on the Mtkvari River;
• Khashuri municipality, “Gomi 1” and “Gomi 2” HPPs;
• Khashuri municipality, “Kvishkheti 1” and “Kvishkheti 2 HPPs”;
• Kareli municipality, “Akhalso
peli HPP”;
• In Kaspi Municipality, “Kaspi HPP”;
• In Khashuri Municipality, “Osiauri HPP”.
