The main financial document of the city is ready — the draft budget of Tbilisi for 2026 has already been submitted to the City Assembly. The total volume of the 2026 budget is 2,082,482,000 GEL, which is nearly 100 million GEL more than last year, Mayor of Tbilisi Kakha Kaladze stated at a meeting of the city government.

According to Kaladze, the budget is allocated to the following priorities: transport infrastructure, environmental improvement, support for condominium associations, healthcare and social services, culture, sports, and youth.

I want to inform you that the main financial document of the city — the draft budget of Tbilisi for 2026 — is ready and has already been submitted to the City Assembly.

The total volume of the 2026 budget is 2,082,482,000 GEL, which is nearly 100 million GEL more than last year.

The distribution of revenue sources is as follows:

Own revenues — 1,474,814,000 GEL

Capital special transfer from the state budget — 580,000,000 GEL

Other capital grants (within the framework of VAT loans) — 25,480,000 GEL

Targeted transfers — 1,783,000 GEL

The budget is allocated to the following priorities: transport infrastructure, environmental improvement, support for condominium associations, healthcare and social services, culture, sports, and youth.

For 2026, 479,920,000 GEL is allocated for infrastructure projects, covering all promised major projects (so-called Military City Park, rehabilitation of the Vake Park fountain cascade, construction of four new kindergartens, replacement of emergency buildings, rehabilitation of the Chess Palace, rehabilitation of Sulkhan-Saba Orbeliani and Ingorokhva streets, and many other projects).

The 2026 budget also includes major promised transport projects: design and construction of the tram line, metro modernization, and others.

For healthcare and social services, 583,944,000 GEL is allocated, which is 50,091,000 GEL more than in 2025. Their share in the budget is 28%.

In addition, the state budget includes donor funding of 168,000,000 GEL.

Regarding the budget approval process, as mentioned, the preliminary version of the budget has already been sent to the City Assembly. Discussions will now begin in commissions and factions, after which their recommendations will be presented.

During this process, we will actively continue working with the Ministry of Finance and the central government to ensure additional budget growth for the projects already included in the 2026 plan.

The final, already increased version of the budget will be submitted to the City Assembly on December 10,” Kaladze noted.
