According to officially declared data, 11 578 permissions were granted in 2025 (4.2 percent less compared to the previous year) for construction of buildings with total area of 11 397.2 thousand square meters (5.3 percent less compared to the previous year). More than 70 percent of all permits have been issued in four regions of the country, namely: 46.2 percent in Tbilisi, 10.1 percent in Kvemo Kartli region, 9.8 percent in Kakheti region and 6.9 percent in Adjara AR.
Note that in 2025, permissions were issued for the construction of multifunctional residential complexes, trade facilities, hotels, industrial enterprises, objects for agricultural purposes, and other buildings.
3 393 objects (5.9 percent less compared to the previous year) with total area of 3 509.1 thousand square meters (8.1 percent more compared to the previous year) were completed in 2025.
More than two-thirds of the completed constructions are distributed among four regions of the country, namely: 34.4 percent is located in Tbilisi, 13.0 percent – in Mtskheta-Mtianeti region, 11.5 percent – in Kakheti region, and 8.8 percent – in Kvemo Kartli Region.
